The ongoing planning effort in the District has three primary components:

  1. Preparation of a station area plan in anticipation of Burbank’s proposed high speed rail station (planned to be located within the District);
  2. Preparation of the Golden State Specific Plan, which will incorporate recommendations from the station area plan and serve as the regulatory document for future land use, development, infrastructure, and public realm improvements; and an
  3. Environmental Impact Report that will analyze potential environmental impacts of plan recommendations and in turn recommend appropriate mitigations.

The planning process will occur in four phases over an 18-month period. The phases include:

·       Phase 1: Research and Analysis

·       Phase 2: Alternatives

·       Phase 3: Final Plan

·       Phase 4: Environmental Analysis
